It would be kind of funny to apply it elsewhere, though... Imagine going into a restaurant and getting a meal that was not very good, and the chef comes out all butthurt going, "I don't see YOUR culinary degree!"

You don't have to be better, no, but it does help if you know what you're talking about. The more you know about art (or whatever you're critiquing), the better you can word what flaws you see and the more advice you can offer to improve the piece. After all, a good 50%-70% of critique is offering ways to fix what one sees as a flaw, and a lot of people forget that part of it. Otherwise, it's just a nitpick fest. XD

It just annoys me so much whenever someone's offered an artist some helpful advice on how to improve and then they (or their fans) go "You draw worse than me/him/her, YOU HAVE NO RIGHT TO SPEAK, YOU BITCH! >8C"

I know. It's like, "Yeah, maybe I do, but I can still see what's wrong with the piece! I never said I could do better!" If only people were a little more flattered that someone actually took enough interest in their art to help them, and thought they had enough skill to actually improve on the piece. But, whatever. The world is full of crazies.
